With reference to Sir Edward Stubbs'

Confidential despatch dated 7th March, I have the honour to

make the following explanations of two apparent inaccuracies

in the enclosures thereto and to regret that these were not

made clear in the first place. The conspectus of seizures

in past years runs from 1st January to 31st December in each

case, whereas the annual returns of seizures run from the dates shown in the first paragraph of my despatch under reference. As regards the Return of seizures of prepared opium in 1920 the column headed "Value" should be disregard- -ed for the last three months of the year, as owing to the

decision not to use inferior Chinese opium in the Government

factory it became impossible to assess the nominal value

until early this year when, as reported in my despatch

No.168 of this date, large quantities were examined and

destroyed.
